Jerry L. Chang (September 15, 1947, Hilo), a member of the Democratic Party, has been a member of hte Hawaii State House of Representatives of the Hawaii State Legislature since 1989. He represents the 2nd Representative District which includes the areas of South Hilo, Waiakea Kai, Kaumana and Keaukaha on the island of Hawaii, in the state of Hawaii.

Rep. Chang has a mediocre voting record on environmental matters and is fair-minded when dealing with legislation affecting gays.

Representative Jerry L. Chang sponsored the Hemp Study bill that was authored by Rep. Thielen. The bill passed in the legislature and signed into law by the governor in 1999 giving the Univ. of Hawaii authorization to go ahead with cultivation trials.
