=Talking Points= The US leads the world in imprisonment. We have the most prisoners in jail of any country, in both absolute and per capita terms, and we currently jail 25% of the world's prisoners. From 1980 to 2000, our prison population quadrupled, from half a million to over 2 million. We now have as many prisoners in jail for drug charges as our total prison population in the mid-80s. Over half of our prison population is made up of non-violent offenders, but the culture of violence permeating our prisons makes hardened criminals with hair trigger tempers out of many of them.
