Earmarked Spending

The legislative method used to pay for pork projects, and others specifically called for by Congress. In recent years the number of earmarked spending clauses has risen, as Congressmen seek to being more federal money back to their districts to show the work they've done in their post, and remind the voters of the benefits of their presence in power.
