Philip H. Bloom

Philip H. Bloom is an American expatriate businessman living in Romania arrested for paying kickbacks to Coalition Provisional Authority (U.S. occupation authorities) officials and their spouses to obtain reconstruction contracts to construct a new police academy in Al-Hillah and renovate a public library in Karbala. He was arrested at Newark International Airport and is in Federal custody. Bloom is a former Peace Corps volunteer in Romania and a former PepsiCo executive in Europe.
