Puerto Rico is an incorporated territory of the United States. Unlike the other incorporated territories of the United States, it sends a Resident Commissioner (and not a Territorial Delegate) to the House of Representives, and unlike Territorial Delegates, serves a four-year term, non-concurrent with that of the President.

The incumbent Resident Commissioner is Luis Fortuño.
