Widely considered one of the most conservative House Democrats, Tim Holden is respected by members of both parties as a man who votes based on his constituents and who never gives up without a fight. Elected in 1992 after an expensive and tough race, Tim easily won reelection through 2000.
In 2002, Pennsylvania Republicans decided to end his reign in the House by putting most of his base in the 17th District, a Republican-leaning area which had voted up to 60% for the Republican incumbent, George Gekas, and which Bush had carried with 57%. In spite of being pitted against a 20-year incumbent, Tim surprised everyone by winning a victory against the man whose last opponent had lost by 44% of the vote.
In 2004, PA Republicans rallied around Scott Paterno, son of Penn State's legendary football coach Joe Paterno. Holden defeated Paterno handily, 59% to 39%. The district will likely be his now for a long, long time.
