Blackwell), filed in 2006, settled in 2009; the Public Agency Voter Registration Project -- a joint effort between Project Vote, Demos, and the Lawyers' Committee for Civil Rights Under Law -- compels Ohio's compliance with the public agency requirements of the National Voter Registration Act (NVRA); previous Secretary of State Blackwell had contended that all obligations were fulfilled with the maintenance of a toll-free hotline
