The Subcommittee on Commercial and Administrative Law has jurisdiction over the following subject matters: bankruptcy and commercial law, bankruptcy judgeships, administrative law, independent counsel, state taxation affecting interstate commerce, interstate compacts, other appropriate matters as referred by the Chairman, and relevant oversight.

Current Issues
The Administrative Law, Process and Procedure Project for the 21st Century
Conceived by House Judiciary Chair Sensenbrenner,The Administrative Law, Process and Procedure Project for the 21st Century, was a comprehensive, bipartisan study of administrative law, process and procedure. The Judiciary Committee's Oversight Plan for the 109th Congress authorized and delegated the Project to the Subcommittee in January, 2005. The Project examined agency adjudicatory processes, public participation in rulemaking, the process for review of rulemaking by the Congress, the President, and the judiciary, and the role of science in the regulatory process. Over the past two years, the Subcommittee has held six hearings, participated in three symposia and sponsored several empirical studies. The final oversight hearing was held on November 14, 2006, at which the Subcommittee received the testimony of three witnesses from the Congressional Research Service. Transcripts and reports of these individual events are not readily available, but a final report by the Subcommittee is expected later this month.
It is expected that the final report will conclude that there is a need for a permanent, neutral think-tank to make recommendations for administrative law reforms, and that the Subcomittee will recommend reactivation of the Administrative Conference of the United States to fulfill this role. The ACUS was reauthorized by the 108th Congress but was never funded.

The Arbitration Process of the NFL Players' Association
The Subcommittee will conduct an Oversight Hearing on Tuesday, December 5, 2006 at 2:00 p.m. on "The Arbitration Process of the National Football League Players Association."
