Barcia, Jim

James Barcia was born February 25, 1952 in Bay City, Michigan. He served in the Michigan House of Representatives from 1977-1983 and the Michigan Senate from 1983-1993. In 1992 he was elected to the new 5th District in Congress, including his hometown of Bay City as well as much of the Michigan "Thumb".

He was known as a conservative Democrat during his five terms in Congress, more conservative than some of his fellow Michigan Democrats like John Conyers, Dale Kildee, Debbie Stabenow, John Dingell, Lynn Rivers, David Bonior, or Carolyn Kilpatrick. In 2002 the Republican-led Michigan legislature redrew the state's congressional districts and combined Barcia's Bay City-based seat with the Flint-based seat of Dale Kildee, setting up a potentially bloody primary between the two. Rather than face a battle with Kildee, Barcia chose to return to the State Senate, winning election to the 31st Senate District in November of that year. He is still serving as a State Senator.
