Donald Payne is a Democratic congressman representing the 10th district of New Jersey. He was first elected to Congress in 1998, after two unsuccessful campaigns in 1980 and 1986. Payne served on the Newark municipal council from 1982-88, he was an Essex county freeholder from 1972-78, and he was the President of the National YMCA from 1970-73.
Payne is a widower, and he has three children and four grandchildren.
