This meme is meant as an honest meme, that captures an aspect of their debate that we have to deal with, and fossilizes it into a characteristic of their arguments in general. It's also intended to be a less pejorative alternative to Shit Midas or other failure associated memes. Flypapers does not assert just failure, it asserts planned failure. The strategy used is designed to provoke a problem, as if according to some dark age theory of kill it or cure it. They wish to provoke terrorism in Iraq and take that to fundamentally reduce terrorism overall, in spite of appearances.
Description
It folds out of the flypaper theory as it has been called. The leadership does not say "flypaper" but they say, "better there than here" in various forms, Bush even used this reasoning in the second debate with Kerry.
This is not just a theory for Iraq. They also believe this about outsourcing, it hurts in the near term, but it helps in the long... better jobs survive. By definition they are better, in their way of thinking, BECAUSE they survived. The kill it or cure it mentality justifies this type of policy, secure in the knowledge they have the resources to survive.
Status
Not a meme at this time, but "flypaper theory" is a familiar theory for why the prolonged war in Iraq is not fundamentally a bad sign.

"Flypaper Theory" of Iraq... the idea we are drawing out terrorists, turned around to mean that the republicans ARE flypaper, to which flys are drawn. Failure by design.
