Gale Norton is the second Bush adminsitration's Secretary of the Interior.

The photo also shows an unnamed man, Chief Phillip Martin of the Mississippi Band of Choctaw Indians, and the tribe's outside counsel, C. Bryant Rogers. Lobbyist Abramoff extracted large sums as fees and contributions from client Native American tribes. The Department of the Interior Department oversees Indian affairs.
