James H. Giffen is an American businessman and CEO of the Mercator Corporation. He was closely associated with the government of Kazakhstan, and its notoriously corrupt President Nursultan Nazarbayev, and in March 2003, he was arrested for violating the Foreign Corrupt Practices Act of 1977, and paying more than $20 million in bribes to "senior Kazak officials" to secure a favorable outcome to negotiations over the Tenghiz oil field.
