Jeffrey W. Bullock

Appointed by Governor Jack Markell and confirmed by the Delaware State Senate, Jeffrey W. Bullock was sworn in as Delaware’s 80th Secretary of State on January 21, 2009.

As Secretary of State, Bullock oversees nearly twenty different agencies, including the Division of Corporations, the Division of Historical and Cultural Affairs, the Division of the Arts, and the Division of Professional Regulation. In addition, Secretary Bullock has a number of constitutional responsibilities, including serving on the Board of Pardons.

Secretary Bullock has spent most of his professional career in public service. He shares the strong commitment of Governor Markell to outstanding customer service and making state government work more efficiently for the people it serves.

Secretary Bullock brings to the Department of State a wide range of executive public sector experience, including prominent roles in leading Delaware’s two largest governments. From 1994-2001, he served as the chief of staff to Governor Thomas R. Carper, managing the day-to-day operation of state government and coordinating the policy agenda for the administration.

More recently, Bullock was the Chief Administrative Officer for New Castle County, Delaware’s largest county. As such, he directed all policy, operations, and financial matters for a government with a $250 million budget and over 1500 employees.

Bullock's public sector experience also includes two tours of duty working in the U.S. Congress. He began his professional career in the 1980s serving in a variety of roles including Chief of Staff and Legislative Director to then-Congressman Thomas R. Carper. Following Governor Carper’s successful bid for U.S. Senate in 2001, Bullock returned to Washington as Chief of Staff to the newly-elected Senator.

Bullock was also a principal at the consulting firm Public Works, LLC, a non-partisan, for-profit research and public policy consultancy aimed at producing practical solutions to important public policy issues. He currently serves on a number of boards, including the Delaware Economic and Financial Advisory Council (DEFAC).

Awarded the Order of the First State by Governor Carper in 2000, Secretary Bullock is a native Delawarean who grew up in Claymont and holds a degree from the University of Delaware in Economics and Political Science. He lives in Wilmington with his wife, Susan Frank, and their two daughters, Kate and Caroline.
