Marcinkowski is a CIA veteran and a military veteran but not a combat veteran. After completing a clerical position with the Federal Bureau of Investigation in 1974, Jim enlisted in the United States Navy where, as an Operations Specialist he became an expert in anti-submarine warfare, was an air controller, and collected shipboard intelligence on the Soviet Navy during the Cold War. Jim served aboard the USS Rathburne FF-1057 and was a member of the commissioning crew of the USS John Rodgers (DD-983). Following assignments to the 3rd and 7th (Pacific) and the 2nd (Atlantic) Fleets, Jim returned to Michigan where he earned a degree in political science from Michigan State University and later, a law degree from the University of Detroit School of Law.

Joining the Central Intelligence Agency upon graduation from law school, he completed the Career Trainee Program and the Operations Course to become a case officer in the Agency’s Directorate of Operations. Jim served as an operations officer in Washington, D.C. and Central America. It was in the CIA where Jim first met Valerie Plame, a classmate whose identity as an undercover CIA officer would later be exposed by the Bush White House.

Receiving an Exceptional Performance Award upon leaving the CIA, Jim joined the Prosecutor’s Office in Oakland County, Michigan where as an Executive Staff Attorney, he established the first special prosecution unit for domestic violence. Later, as a deputy city attorney for the City of Royal Oak, Marcinkowski obtained the first criminal conviction of suicide doctor Jack Kevorkian.

As the Deputy City Attorney, Jim took the lead in obtaining federal grants to rehabilitate and convert a city owned house in Royal Oak that is now the home of the S.T.A.R.T (Safe Therapeutic Assault Response Team) program. START is the Haven’s (Oakland County’s domestic violence program and shelter) Forensic Nurse Examiner and Advocacy Program that provides specially trained registered nurses who perform medical forensic examinations and evidence collection for adolescent and adult patients of an acute sexual assault (within 96 hours). This critical service, provided twenty-four hours a day, treats more than 200 victims of sexual assault each year and has a criminal conviction record of nearly 100 percent.

After more than 30 years of public service around the world, Jim has the firsthand experience to address our most pressing issues – national security, terrorism, unnecessary government intrusion into our lives. As a lawyer and ex-CIA officer, Jim understands the important balance between the requirements of national security and the personal protections afforded by the U.S. Constitution.

With strong middle-class family roots in the automobile industry, Jim has seen firsthand the issues that matter most to working people – how to pay for health care, the unprecedented threat to pensions, the importance of a receiving a decent wage, and how to achieve a quality education for our children.
