The Kyoto Protocol, a.k.a. the Kyoto Protocol to the United Nations Framework Convention on Climate Change, is an significant revision and elaboration of the United Nations Framework Convention on Climate Change (UNFCCC). Under the Kyoto Protocol signatory states accept mandatory greenhouse emission limitations to the signatory nations. The agreement now covers more than 160 countries and over 55% of global greenhouse gas (GHG) emissions. Undermining the Kyoto Protocol and preventing progress on international efforts to reduce greenhouse gas emissions has been one of the primary foreign policy goals of the second Bush administration.
