One of the districts in North Carolina least modified by Congressional redistricting, the 11th consists mainly of the state's westernmost counties on the borders with Georgia and Tennessee. It is currently represented by Heath Shuler, a Democrat.

It is also home to the Qualla Boundary also known as the North Carolina Cherokee Reservation one of (if not) the largest on the Eastern Sea Board [1] [2]
