The Palestinian Authority (PA) was established in 1993 is the local government for the Palestinian Territories and the principal legitimate form of political expression for the Palestinians. It is not fully sovereign, as Israel continues to exercise sovreign control over the Palestinian Territories.

When established it was hoped that the PA would provide a legitimate avenue by which the Palestinians could act collectively to suppress attacks on Israel and obtain self-government leading up to status as a sovereign state. In practice, the PA has been unable or unwilling to control Palestian militant groups and has found civil adminstration basics, such as tax collection, difficult at best.
