Refugee

The international standard term for people displaced by disasters for which there is no clear and obvious end in sight is refugee. This is used by all news media worldwide to describe the refugees from New Orleans, for instance. The United Nations recognizes certain rights of, and responsibilities to, every refugee.
Apparently the term:evacuee is preferred by the Bush Administration, both to sidestep these rights, justify refusing help, and for other political reasons. According to George W. Bush, the term refugee cannot even be applied to Americans, as it is categorically excluded by their citizenship. [1]
This is similar to the use of the term:illegal combatant to deny rights of a prisoner of war.
