On December 13, 2006 he threw more cold water on the idea of imposing sanctions against Iran to to discourage its urnaium fuel enrichment/nuclear proliferation: "In principle, sanctions are not an effective instrument to resolve problems, especially regarding Iran," Yury Baluyevsky Speaking about sanctions, we should carefully consider any further steps and their consequences.
