Contract with America

The Contract with America was the brainchild of Newt Gingrich as an election ploy used during the 1994 House election campaign. On September 27, 1994, all Republican but two (2) Members of the House of Representatives and all Republican House candidates signed the document in a show of solidarity, notable exceptions: Ray LaHood, Lincoln Diaz-Balart, Ileana Ros-Lehtinen. It has been widely viewed as the reason the GOP was able to seize control of the House in 1994 and the Legislature in 1996. Commonly referred to by opponents as the Contract on America. Among the first to be abandoned by the Republican legislators was the promise to enact Congressional Term Limits.

Most of the measures in the contract did not pass in their original form.
