House Daily Summary
On the heels of the success of the Democrats’ “100 Hours” agenda, the House had a very quick and clean day of legislating. Over the weekend, we will be taking a look back on what H.R. 1 – H.R. 6 means for you and what its chances of surviving the Senate and veto test are.

Path to Action
H.R. 475 was introduced by Rep. Dale Kildee (D-MI) on January 16, 2007. It was submitted with 2 co-sponsors. Pursuant to a motion on January 18, 2007 by Rep. James McGovern (D-MA), the House began consideration of H.R. 475 at 10:28 A.M. Thirty minutes of debate, split between majority and minority, continued until 11:17 A.M., when a final vote was called for. H.R. 475 passed by a vote of 416-0.
Legislative Analysis
H.R. 475 is an overhaul of the page and the page board system. As you may recall, the page system became a major issue when it was revealed that Rep. Mark Foley (R-FL) had carried inappropriate relations with current and former pages.
The bill establishes a new page board that consists of an equal number of members from both parties. It also will include a member who represents the parents of current pages and a member who will represent former pages. These new members will be appointed to the board for a one-year term.
It authorizes the reimbursement of travel expenses for members of the board. For example, if the parent who represents current pages has to travel from Florida to Washington D.C. for board meetings, her flight and hotel stay will be paid for by Congress.
It also requires that the board meet on a regular basis, but leaves the establishment of a schedule up to the Speaker of the House and the House Minority Leader.
Political Analysis
This legislation passed the House without a single member of the minority opposing it. After the embarrassment of the Republican-controlled House Ethics panel rebuking their own members, the minority caucus really doesn’t want to get into a battle over this even if they had a policy dispute.
Other Actions
H.Con.Res. 38 is a joint resolution that authorizes the President of the United States to address Congress and deliver the State of the Union. It was approved by unanimous consent.
