House Daily Summary
The honeymoon is over. As expected, the President’s State of the Union address met a lukewarm response from Congress and the media and the partisan wrangling over the Iraq war has begun. The Senate Foreign Affairs Committee approved a non-binding resolution opposing the President’s escalation of the War in Iraq, and Senate Republicans filibustered a hike to the minimum wage. Both are likely to be political positives for Democrats but pressure is likely to intensify on both sides. Don’t expect too many more 435-0 resolutions.
Today was a particularly light day, with members mostly doing committee work. Some House committees are not completely organized yet, and so it takes days like this where the media won’t cover anything Congress does to get things up and going. The House convened at around 10 AM and remained in session until they closed up shop at 3:35 PM.
H.Res. 78 is a resolution granting floor voting privileges to each Delegate and Resident Commissioner to the House of Representatives. These rights were stripped from members like Rep. Eleanor Norton (D-DC) when the Republicans took over. The resolution was approved by a vote of 226 in favor to 191 against. Neither the Senate nor the President need approve of the bill, since it amends House rules.
Senate Republicans effectively derailed passage of H.R. 2, the Fair Minimum Wage Act, via filibuster. Cloture on the bill was rejected by a vote of 54-43 (cloture requires 60 votes). From the Houston Chronicle:
Democrats’ promise of a quick increase in the minimum wage ran aground Wednesday in the Senate, where lawmakers are insisting it include new tax breaks for restaurants and other businesses that rely on low-pay workers.
On a 54-43 vote, Democrats lost an effort to advance a House-passed bill that would lift the pay floor from $5.15 to $7.25 an hour without any accompanying tax cut. Opponents of the tax cut needed 60 votes to prevail.
