Almost every Presidential administration in the United States has differences of opinion between the State Department, currently emboddied by Colin Powell, and the Department of Defense, currently emboddied by Donald Rumsfield, which represent different approaches to dealing with foreign policy issues. The administration of George W. Bush is well known for the degree to which these battles have been won by Rumsfield rather than Powell.
