Why is it important?

This act immensely burdens the ability of prisoners to obtain vindication of their civil rights in federal court in cases other than Habeas Corpus cases. For example, it dramatically burdens efforts to use the court system to address the problem of rapes in prisons. See also the Antiterrorism and Effective Death Penalty Act which governs Habeas Corpus petitions in the federal courts.
