Senate Daily Summary
The Senate began its largely perfunctory first day in the opening session of the 110th Congress at 12:02 p.m. with President of the Senate, Vice-President Dick Cheney, calling the chamber to order and beginning with the usual opening actions of the opening prayer, pledge of allegiance. The election certification of the newly elected and re-elected Senators of class I were entered into the record, then in groups of three the elected Senators administered the oath of office by the Senate President.
After the swearing in of the Senators, the chamber undertook passage of a series of housekeeping Senate resolutions. First agreeing to S. Res. 3, to elect Robert Byrd from West Virginia, to be President Pro Tempore of the Senate, passage of resolutions notfying the President of the United States of the Senate assmebling, election of Senator Byrd as President Pro Tempore, notfying the House of the Senate holding a quroum, passage of a cerimonial resolution thanking Ted Stevens of Alaska for his service as the previous President Pro Tempore in the previous Congress and to him as President Pro Tempore Emeritus of the Senate. and fixing the hour of the daily meeting of the Senate.
Other housekeeping resolutions passed were electing Nancy Erickson as Secretary of the Senate and notifying the President and the House of her election, the Senate electing Terrance W. Gainer as the Sergeant at Arms and Doorkeeper of the Senate and notfying the President and the House of it.
The Senate elected Martin Paone of Virginia as Secretary for the Majority of the Senate, elected David Schiappa of Maryland as Secretary for the Minority of the Senate. The Senate also agreed to S. Res. 16 to make effective appointment of Morgan J. Frankel, of the District of Columbia, as Senate Legal Counsel, until the end of the 111th Congress and to S. Res. 17 appointing Patricia Mack Bryan, of Virginia as Deputy Senate Legal Counsel to the same term of service.
The Senate then took up and passed the minor bill S. 159, which would redesignate the White Rocks National Recreation Area in Vermont as the "Robert T. Stafford White Rocks National Recreation Area.
The Senate then took up a seres of housekeeping measures to modify points in how the Senate would operate in the 110th Congress:
- Agreed that, for the duration of the 110th Congress, the Ethics Committee be authorized to meet during the session of the Senate.
- Agreed that, during the 110th Congress, there be a limitation of 15 minutes each upon any roll call vote, with the warning signal to be sounded at the midway point, beginning at the last 7 and 1/2 minutes, and when roll call votes are of 10-minute duration, the warning signal be sounded at the beginning of the last 7 1/2 minutes.
- Agreed that, during the 110th Congress, it be in order for the Secretary of the Senate to receive reports at the desk when presented by a Senator at any time during the day of the session of the Senate.
- Agreed that, the Majority Leader and Minority Leader may have up to 10 minutes each on each calendar day following the prayer, and disposition of the reading of, or the approval of, the Journal. Senate agreed that, the Parliamentarian of the House of Representatives and his five assistants be given the privileges of the floor during the 110th Congress.
- Agreed that, notwithstanding the provisions of Rule XXVIII, conference reports and statements accompanying them not be printed as Senate reports when such conference reports and statements have been printed as a House report unless specific request is made in the Senate in each instance to have such a report printed.
- Agreed that, the Committee on Appropriations be authorized during the 110th Congress to file reports during adjournments or recesses of the Senate on appropriations bills, including joint resolutions, together with any accompanying notices of motions to suspend Rule XVI, pursuant to Rule V, for the purpose of offering certain amendments to such bills or joint resolutions, which proposed amendments shall be printed.
- Agreed that, for the duration of the 110th Congress, the Secretary of the Senate be authorized to make technical and clerical corrections in the engrossments of all Senate-passed bills and resolutions, Senate amendments to House bills and resolutions, Senate amendments to House amendments to Senate bills and resolutions, and Senate amendments to House amendments to Senate amendments to House bills or resolutions.
- Agreed that, for the duration of the 110th Congress, when the Senate is in recess or adjournment, the Secretary of the Senate is authorized to receive messages from the President of the United States, and--with the exception of House bills, joint resolutions and concurrent resolutions--messages from the House of Representatives; and that they be appropriately referred; and that the President of the Senate, the President pro tempore, and the Acting President pro tempore be authorized to sign duly enrolled bills and joint resolutions.
- Agreed that, for the duration of the 110th Congress, Senators be allowed to leave at the desk with the Journal Clerk the names of two staff members who will be granted the privilege of the floor during the consideration of the specific matter noted, and that the Sergeant-at-Arms be instructed to rotate such staff members as space allows.
- Agreed that, for the duration of the 110th Congress, it be in order to refer treaties and nominations on the day when they are received from the President, even when the Senate has no executive session that day.
- Agreed that, for the duration of the 110th Congress, Senators may be allowed to bring to the desk bills, joint resolutions, concurrent resolutions, and simple resolutions, for referral to appropriate committees. A unanimous-consent agreement was reached providing that at 12 noon on Monday, January 8, 2007, Senate begin consideration of S. Res. 19, honoring President Gerald Rudolph Ford, and vote on its adoption.
A unanimous-consent agreement was then reached providing that notwithstanding the adjournment of the Senate on Friday, January 5, 2007, that S. 1, to provide greater transparency in the legislative process, be considered to have received its second reading.
The Senate then adjourned at 6:28 p.m. until 11:30 a.m. on Monday, January 8, 2006.
