Thomas "Tom" Carper (born January 23, 1947, Beckley, W.Va) was elected to the Senate in 2000, defeating then-Senate Finance Chairman Bill Roth. A Navy veteran of the Vietnam War and economist, Carper has also served two terms as Delaware's governor and five terms as its at-large representative in Congress. In 2002 Carper was named Chair for Best Practices of the Democratic Leadership Council.
