Counterintelligence Field Activity

The Counterintelligence Field Activity (CIFA) unit is a part of the United States Department of Defense. It runs the DOD's counter intelligence activities, including the Talon system and a force protection database called Joint Protection Enterprise Network (JPEN). JPEN is being used to gather information on US citizens - see the Warrantless Eavesdropping Timeline. The 902nd Military Intelligence Group appears to be CIFA's investigative arm.
CIFA has awarded more than $500,000 in contracts to MZM, which was owned by Mitchell Wade, who was one of corrupt Congressman Randy Cunningham's co-conspirators.
David Burtt was the Director of CIFA.
