From the League of California Cities, in an overview of the election results from November 2006 (Federal Update: Election 2006 Overview), the following information is provided regarding House Subcommittees:

Transportation and Infrastructure. Current Transportation and Infrastructure Committee Ranking Member James Oberstar (Minn.-8) is expected to become the committee's new chairman in the 110th Congress. At the top of the committee's agenda will be the reauthorization of the Federal Aviation Administration (FAA), which the committee takes on every four years.
In addition, the committee is likely to begin preparations for the next highway bill, and consider pipeline safety. Assuming Democrats do not alter the subcommittee structure and that they adhere to a seniority-based system, the following Democrats will become subcommittee chairs of the corresponding subcommittees in January

Congressman Peter Defazio, (D, OR-04) will be the incoming Chairman of the Highways, Transit, and Pipelines Subcommittee.

The current Ranking Member of the Transportation and Infrastructure Committee, Rep. James Oberstar (D-MN), has made it clear that he wishes to be named chairman of that committee for the 110th Congress. As for subcommittee assignments, Oberstar's office said there will be a meeting of the Democrats on the T&I Committee. The results of that meeting will determine the makeup of the subcommittees and their chairs.

Jurisdiction

The Subcommittee on Highways, Transit, and Pipelines is primarily charged with responsibilities relating to the construction of roads and transit facilities and the development of national surface transportation policy, including safety and research measures. The Subcommittee has jurisdiction over many programs of the Department of Transportation (DOT), including: the Federal-aid highway program, administered by the Federal Highway Administration (FHWA); the Federal transit program, administered by the Federal Transit Administration (FTA); motor carrier and highway safety regulation (including the motor carrier safety assistance program and U.S.-Mexico border safety enforcement), administered by the Federal Motor Carrier Safety Administration (FMCSA); highway safety research and highway safety grants to states, administered by the National Highway Traffic Safety Administration (NHTSA); surface transportation research, administered by FHWA and FTA and coordinated through the Research and Innovative Technology Administration (RITA); and regulation of transportation of hazardous materials and the safety regulation of pipeline transportation, administered by the Pipeline and Hazardous Materials Safety Administration (PHMSA). Many of these agencies have security oversight and enforcement responsibilities that are part of their safety regulatory functions, particularly FTA, PHMSA, and FMCSA.


In addition, the Subcommittee has jurisdiction over certain provisions of the Clean Air Act relating to air quality issues and over the transportation planning and project development process administered by the FHWA and FTA.
